If you have those types of characteristics, then they'll adequately portray what you're trying to communicate as you evaluate an individual. Beyond that, like LTC Strickland said above, I like to have tangibles. In both the rater and senior rater section I like to stress things like "manages $50M in research funding" or "was responsible for a 5-fold increase, from $5,000 to $25,000" in this or that. I want to show deliverables, not vauge comments like "outstanding soldier" since just about everyone gets that.
