Kevin,
Senior Rater bullet comments that stick out to board members are those that are tangible, not overly glorious, specific, quantifiable, and measurable. If you have those types of characteristics, then they'll adequately portray what you're trying to communicate as you evaluate an individual.

I was ask my SR to numerate where I stand against my peers..example would be 1 of 5 1SGs I senior rate..

If you're in zone, having the phrase "promote now" is always nice. Beyond that, like LTC Strickland said above, I like to have tangibles. In both the rater and senior rater section I like to stress things like "manages $50M in research funding" or "was responsible for a 5-fold increase, from $5,000 to $25,000" in this or that. I want to show deliverables, not vauge comments like "outstanding soldier" since just about everyone gets that.

The most important thing board members want to know from the senior rater is what does the senior rater want the board to do, "promote now, promote with peers, do not promote...ect) This is a promotion board and senior raters need to spell it out for the board.

Then the senior rater needs to speak to the Soldiers potential for positions of increase responsibly.

Finally the senior rater should speak to the Soldier's future.

I offer the following:

o promote to MSG ahead of peers

o assigned to positions of increased responsibility

o possesses unlimited potential: future Command Sergeant Major

Seeing as how the Army has converted to EES and the new NCOER (and OER), Senior Rater comments are no longer in bullet format. They are to be written as a narrative (Complete sentences, no more than 5 lines) I suggest delving into DA PAM 623-3 or going to the HRC EES website and watching the PowerPoint tutorials for more instruction on the guidelines for completing the new NCOER.
However, similar to the "old" NCOERs, Senior Rater comments are quantifiable, ie: Ranks x of x, Top X% of all SGT/SSG/SFCs I have ever worked with, etc.
