It puzzled me a little because I always was able to access any of my records through a number of different sites HRC provided and I figured everyone knew about them. All you had to do was make sure someone scanned it. It was like having a google drive for all your records in addition to your hard copies. Short version is ask your local Congressional Office to request for you, and ask for a certified copy of EVERY page (not just what NPRC or VA wants to provide you).
