SFC Evaluation Board: What Determined the MQ Percentages?

I was under the impression that the top 10% of each MOS would generate a MQ rating. However, after viewing data from the results, it appears the percentages vary - wildy.
For instance, there were approximately 2,365 SFC 11B that were evaluated, however, only 45 received a MQ rating (1.9%).
Any insights?

I think I found the answer. It appears all NCOs were given a score that ranged from 1-6 - with 6 being the best. Furthermore, all NCOs that had an overall score of 6 received a MQ annotation. It doesn't appear percentages had anything to do with it.

You are correct on this. Overall 6 score gets you an MQ. Has nothing to do with percentage.

MQ is completely irrelevant in my opinion. I say that because let's say MOS 25D had zero MQs...somebody still #1 of ???, right. The Army already knows how many are gonna get promoted what they do not know if when will a vacancy become open so they came up with this new "system". The only difference now is that we (the field) do not know (the Army does) if we are a projected requirement or part of the bench. Dont know if that really made sense, but my ESL creeped up on me very quickly
