That's supposedly why it took so long for the 7 list to come out so that that didn't happen but I wouldn't be surprised if it did happen

I was selected for promotion and was being considered for QMP. My sequence number is on my ERB, but the 13 code has not yet been removed.

This was on the HRC site today...
"1. If a Soldier was notified they were being considered for QMP and then they are on the upcoming SFC promotion list, what happens? Do they get promoted or QMP’d?
-------Soldiers that were identified for promotion and received a sequence number are considered promotable. Soldiers will be promoted based on Army requirements as long as they are in a promotable status IAW Army Regulation (AR) 600-8-19, para 1-10."
