Part of the fun of being 18 is making a ton of mistakes and learning from them. All experiences good or bad help to shape who we are today. If a young military person gets married too young and it implodes then they learned what not to do. That was ruled unconstitutional. In response, the military mandated counseling prior to such a marriage. One of the concerns related to immigration issues with the prospective spouse. Any outright ban on marriage would be unconstitutional. However, a regulation requiring marriage counseling before marriage should be OK.
