Should every CBRN soldier be HAZMAT Tech qualified in order to be an NCO or Officer?

In 2015, going though HAZMAT Awareness, Ops and Tech seem more applicable to the 74D/74A MOS than some of the professional development curriculum requirements at NCOES. Wind vector plots, flash to bang calculations, are all relics from the Cold War. While its possible we'd still need these skills, its much more probable that we'd need our HAZMAT training in the modern battlefield.
Additionally, providing our soldiers with certificates that are recognized by counterparts in the civilian sector gives them greater opportunities when they transition.

74d alc teaches all the way to hazmat tech, as well as many cbrn classes such dismounted recon and tech escort, as well as mass casualty decon and hazwhopper to get just the basic awareness and ppe courses for hazmat. Do i think it should be a requirement for promotion? No, let those leaders who don't want to stay relevant fall to side and make way for the new generation of go get em leaders!

Yes. To be an NCO or Officer it should be absolutely required. Why not make it a skill level task (or even PME) associated with the position. Notice I said position and not MOS. A CBRNE NCO who solely completes tasks within a non-CBRNE unit might not require additional training. Those serving in technical escort or bids or other CBRNE specific units should strive to send their Soldiers to what is/should be considered a PME course for their field. *Note I've been out of that specific field for a while and if it is not considered PME it really should be.

Hazmat Ops, Tech 1 and Tech 2 used to be taught at ALC and Incident Commander was taught at SLC when I went through. I went through SLC in 2014, didn't know they changed it
