Should I have a change of rater when being promoted to SSG?

I’ll likely be promoted to SSG on 1 November 2018. My current rater is my NCOIC, also a SSG. My current rating period ends mid to late February. Should I do a change of rater right away or just wait until this rating period is closed out a few months after?

Yes, CoR. With the new system you cannot be rated by someone your same rank.

I’m having a hard time finding this in 623-3. Any ideas where to find it?

I found this in AR 623-3, Chapter 2, Paragraph 5, Section c:

c. DA Form 2166–9 series (NCOER) rater eligibility. The military rater will be a SGT or above and senior to the rated NCO by grade or date of rank (see AR 600–20).

This tells me it can be a person of the same rank as long as they are senior in grade OR greater time in rank.

If you will still be working directly for that same SSG, he remains your rater, he has date of rank on you. Your annual ending in FEB 2019 will be a SSG NCOER, annual.

You're still good to have your NCOIC as your rater as they have seniority over you with DOR.

Why do folks think THEY have to initiate their rating? It is the responsibility of the Rater to initiate the rating. The rated can/may provided data- but the Rater is the one to do it.

If he outranks you then he can still rate you if he is still your Rater. It’s not the best practice to be rated by someone of the same rank and should be avoided if possible, but it is totally within the regulations.
