With the new system you cannot be rated by someone your same rank. DA Form 2166–9 series (NCOER) rater eligibility. The military rater will be a SGT or above and senior to the rated NCO by grade or date of rank (see AR 600–20).<br /><br />This tells me it can be a person of the same rank as long as they are senior in grade OR greater time in rank. It is the responsibility of the Rater to initiate the rating. The rated can/may provided data- but the Rater is the one to do it.
