At any rate if this came through the mail I would take it to the local post office & show it to them. If they write up a report get a cc for your files and a point of contact for your follow up if you don't hear back from them. You should get something from them if they take it. You have the copy which is good.

If it was not someone who is authorized to handle mail, then it is tampering. Even if it was the mail carrier, still tampering.

If that is only a one time incident, I would just inform the post office and then let it go. I have been told worse to my face while in uniform. I understand how it makes you feel, but don't let POS civilians who never served get to you. Your brothers and sisters have your back.

1st I associate the term "Bully" with events involving preadolescent and adolescent children...perhaps teenagers, but not adults.

2nd, messing with mail is a federal issue, visit you local post office, speak to the postmaster, make a formal complaint.

3rd words, especially words not spoken only written, only matter if you allow them to.

Lastly; the word Fraud..on a VA letter..I assume implies someone thinks you are not a Vet?..Im guessing the demographic that has voiced that opinion and has access to your mail, post delivery is very small.... Perhaps engage that person in friendly conversation to allay their suspicions. a PII Retracted DD214 would certainly prove your vet status to the naysayer.

If the implied fraud is based on things you have claimed to have done, not just service itself, then you have to decide if proving your truth is worth the effort to the name caller.

What does it say under the yellow forwarding label? "Does"....?
Perhaps this was not meant to insult or be offensive. If it was sent to an incorrect address, perhaps the person who currently lives at that address had wrote that to imply that the addressee does not live there. Poor choice of words, but maybe not malicious. Please elaborate as to what was written under the yellow label that cannot be seen.

Absolutely, also in the context of what situation? For some people what may come across as bullying could be a couple of service members joking around. Always a time and a place for everything, make sure to always handle it at the lowest level before you get chain of command involved.

Are you committing Fraud? If you aren't. Then who cares? If you do care then just file it with the post office. But if you are committing fraud then maybe the truth hurts?

By the handwriting it appears that "Fraud" and "Does...." were written by the same hand. If the "Does" is followed with "not reside here" or something similar, the inhabitants of the original address may have written it and not postal employees. "Fraud" may in fact be referring to fraudulent address.

I wouldn't give this a second thought, and I woudn't take it personally and I certainly wouldn't consider it bullying. I look at that and could easily see the Fraud referring to the line "we put veterans first" versus your name. The tip of that arrow is a lot closer to the VA slogan than to your name. Maybe the new resident is a vet or knows vets who aren't getting great service from the VA. It's not like that hasn't been in the news regularly for the last year or more. Obviously, if it was just some random follow on occupant that lives at your old address, how would they even know anything about you? So why would you take this so personally and have it "cut you". TBH, this seems like a giant over reaction. Especially feeling the need to put out an antibullying video.
