The government doesn't run out of money on 1 October...they still collect income taxes, social security taxes and businesses still pay their quarterly taxes. Not to mention, only non-essential personnel are told to stay home. Essential people still come to work. Honestly...we could save a lot of money if we just cut non-essential people anyway. The government will still sun on 1 October regardless of what happens, they will collect taxes, they will still have TSA, so on and so on. Some of the "painful" stuff that shuts down only shuts down to make it hurt, not because it can't be supported. So to answer your question...no, they should not lose their pay.
