Don’t ask me though how to design policy to discriminate ones from the other. As for profit corporations or entities that specialize in services that do not necessarily have the consensus approval of the public, I don’t see why these receive tax exempt or any kind of monetary support from the government. Create a well run and competitive entity that can compete in the marketplace and you should not need these perks anyway. They provided food And clothing for those in need. But when you have nonprofit making millions of dollars and only caters to elites but poor person won’t be receive there services like nursing homes in that case they should be taxed. For others depends on the service they render to the public.
