The Yellow Ribbon program allows students to attend private colleges or universities (whose costs are normally higher than state schools) and pays at the rate of the most expensive state school in that state (here in Ohio it is based on Miami of Ohio as the most expensive state school). The schools that participate have to agree to accept that amount as full tuition. When overseas, there are no state schools on which to base the funding so it wouldn't work. Tolbert, I'm curious to learn more about your situation. Are you currently enrolled in a university abroad? I know the VA does have a program to allow you the GI Bill in certain overseas universities. I hope you have been able to find out more on your costs and benefits and I hope you're able to be satisfied.<br /><br />As for the Yellow Ribbon program.
