Should Soldiers be able to submit a retirement packet 24 months out to be in line with SFL-TAP requirements?

To expand, currently Soldiers who ETS can begin SFL-TAP 18 months with the goal completing 12 months out (the Army is failing this miserably). Those who plan to retire can complete SFL-TAP 24 months out but can't submit retirement packets till 12 months out. So, if a Soldier had the option to drop retirement 24 months out in line with SFL-TAP (i.e. wants to stabilize) should the Army change the regulation to facilitate the option?

I'm about 25 months out, but I confess my ignorance regarding the issue. Is the Soldier then non-deployable or something?

The Army already has too many senior NCOs on ROAD status...this could potentially increase this population.

Yes I believe something should be done about the wait to submit your packet. I am a warrant officer and I have explained to my branch manager and others that I will retire. The problem I have is the branch manager is still putting me on a list to PCS. Stating the only reason is because I don’t have an approved retirement date. Due to an ADSO I am unable to submit my packet for another six months. If the Army would extent the time to submit packets 24 months out these types of issues would not be so common. For example is someone submits a packet two years out HRC could now gage better expectations of personal placement, in lieu of sending someone to a unit where they retire 6 months later.
