The states enact their election laws. The FEC nor the DOJ existed at the founding. If the State legislature determines there was issues in a federal election, they have a right to audit and determine the outcome of a vote. Neither yes or no is the correct answer. We are a country of laws. Again, the states write the laws managing their own elections.<br /><br />When in doubt, the US Constitution. Article. II. It is the State who certifies the election and declares the winner to begin with.
