Since a Federal Judge nixed it, Congress would need to pass a bill with specific goals, limits and oversight in order for it to pass muster with the courts so that civil libertarians who would want to nix it don't succeed. I have no problem with it. Not that much "Personal" data can be gleaned from that. You can make a lot of inferences about the Network, Organization, Chain of Command, Order of Battle, Who is the Top Dog and Who are Soldiers but that is about it. If they want to great.
