Since I ETS in February of 2022, and I have ETS orders, can the orders be deferred so that my unit can force me to go to NTC in October?

Why would the orders even need to be deferred? You have plenty of time to do both. You can return from NTC in November and still have plenty of time to out-process prior to your ETS in February. I suppose you want to take terminal leave, but the command isn't required to authorize a huge amount of terminal leave, especially if that amount would prevent you from attending a major training exercise.

Yes you can still go to NTC. 4 months time separate October and February. Plenty of time to get back and clear. And, you aren't being FORCED to go. You're being ordered to go.

Sounds like you're trying to get out of NTC! Don't blame you, but ain't gonna happen. You're heading to the Cali desert, just like everybody else said, there is plenty of time between a 30-45 day rotation and your ETS date.
