Since haircuts and nails are required to be within Army regulations, is it justified to make those appointments during the duty day?

Just had a conversation about this topic trying to see if we are justified in making those appointments on army time.

Can personal grooming measures be taken care of during duty hours? Of course.
Are you entitled to do so during duty hours? Absolutely not.
If your leadership allows you to do so, great! There are many times where I took an hour off to run over to the PX during the day to get a haircut. Of course, I usually worked 12 hours days and really didn't feel like getting my haircut at 1900 or so during the day so I didn't feel any guilt about doing so. Additionally, my leadership was focused more on my accomplishing the mission requirements than punching a clock.
However, if they had a problem with it, then I'd be doing it during lunch, after work or on the weekends.
Again - it's not your call, it's your leadership's call.

That’s kind of what I thought. I don’t feel guilty for it especially when you work all day and night on services or something for a week or more.

If all else fails I could give the haircuts. Of course my barbering style cuts are a lot like a tennis ball. I can do a whole platoon in about thirty minutes.

Maintaining Proper dress and deportment within Regulation is what is expected. That said, to do so during " Business hours" of your day should be possible. But just like leaving your assigned post for whatever Reason is only acceptable if you get permission from the departments Leadership. If not, and you take time off unknown to your chain of command, you can be written up for Being Awol. Or at the very least NJP / fatigue duty till ended when the COC decides.
You are not in a civilian job in a civilian business.
Being absent from duty without prior notice and permission is a serious thing.
The military can only operate when all hands are where they are scheduled to be and not absent without permission.
It is just as serious an act as if it was during Peace as it is in Wartime.
If you are not at your post, and without permission, you may jeopardize Mission Readiness .

SGT (Join to see) I never had any issues with going on duty time to get a haircut as long as my work was done first. Quite often we just gave haircuts in the barracks. When you're getting a high and tight it was easy to do. About every three weeks I would take mine down to the scalp on top also.

Personal grooming is just that, and should be scheduled on your own time. Lunch is acceptable. The only haircuts I saw while "On the Clock," were when someone came in out of regulation and a point was made about it. We had a Top that would march people over to the Barber and pay for the haircuts himself if you were out of reg. He also chose the cut.

Cpl Vic Burk - It was NEVER what you would pick, but it was the one that lasted the longest.

Cpl Craig Howard - I take it that was a shaved to the scalp first day of boot camp haircut. Hair length of less than 1/32 inch! I still remember that hair cut and walking out feeling my head! LOL. The good old days that didn't feel like good days back in the day! Thanks for the memories Brother Craig.

How much time do you give a Joe for a haircut? say half an hour to an hour, I would afford Jane that same time as it equals out. As for nails, Joe does his on his own time, Jane can do her on her time as well. My thoughts as a Retired Soldier, and should not be used as means of defense with your CSM. lol
