a sling psychrometer is used to find the RH in the air. it has two thermometers one has a cotton sock that you pour distilled water on and the other is dry. hints the name dry bulb and wet bulb. you sling it around for a period of time as you sling it the water will evaporate causing the temp to drop the difference between the two is the RH in the air.

source: I'm an HVAC Tech and we use them in the field to test the air.

In my defense, I am not an observer and have never encountered this device. Last I probably heard about it was tech school.

In the field it is the mac daddy of all weather instruments and some kind of pressure reading for station pressure, pressure altitude, altimeter, etc.

SrA Matthew Knight I am not sure how Weather looks anymore with Scott and Offutt not figuring in like they did. What I do know is there is not a lot of love for weather by outsiders and that probably stems from arrogance on some levels of management.
