However, the new format "encourages" more rater and senior rater involvement throughout the rating period and for those raters that are not involved it could hose the rated NCOs come report time. This allowed the SM to make note of the accomplishments the SM has performed (specific acts) and forces the SM to evaluate himself. As a SSG/E6 every one of my raters asked for my input on hand written ruff draft they provided to me. From the SFC/E7 point on my Rater gave me a typed ruff draft and asked me to fill in some of the blank spaces, both Rater and senior Rater comments in pencil, which was then retyped. As a SGME9 one Rater, a COL/O7 gave me the admin copy provided by the company admin clerk that came with a computer disk and asked me to write my own NCOER. I told him I would be happy to assist him with a rough draft. I assume that is exactly what he wanted to hear. The final NCOER was about 50% my draft 50% his work.
