That is correct, the Battalion commander is the 4187 approval signature for this process, as long as it concurs with his Company commander. If the Company commander disapproves your 4187, then sends it up to Battalion, the Battalion commander will disapprove it as well. The interviewing agent can't help you with that, nor move further in the application process.

It sounds like the Company commander is doing a professional filter on you. That is not to say you are a bad candidate, but that he wants to see you further develop before he puts his name on the line vouching that you would be a good candidate for 35L. You should ask for specific areas he wants to see you improve in, so that you can target those.

On the other hand, you must professionally articulate to him that if you pick up SSG after completing ALC, you will no longer be eligible for reclass to 35L, as the highest we take are E-5 (P).

Are you currently scheduled for ALC?

If nobody pointed it out yet, your commander does not have the authority to simply "not sign". The Commander must sign with his recommendation and process it through. Even if the Commander recommends disapproval, he has to sign.
