Spc to Cpl Army wide?

I recently PCSed, at my last unit I was a CPL, I have my 4187 that shows my lateral promotion. My question is, my buddy was laterally promoted the same day, except his 4187 was sent to HRC or at least updated to CPL, mine is not. On all his records it shows CPL, mine is SPC. My form was approved by a battalion commander. Any help would be appreciated! Thank you.

Question: Do I turn in my 4187 or am I not entitled to the rank after pcs?

You PCS'd to a new position so HRC most likely removed the rank. You would need to meet the requirements for CPL again and be reappointed. Or, you could just make points for SGT and eliminate the need for the conversation all together. :)
If you consider yourself a leader, it does not matter what rank you are wearing if you want to step up and make things happen.

Just by that, I would say his lateral promotion was stamped approved by DA and yours was not, therefore he gets to keep his upon PCS and you do not.

You may have been lateralled back to SPC as a result of reassignment, or more likely your DA 4187 was not fully processed. Technically, you should have received another DA 4187 lateralling you back to SPC, if it indeed happened. If not, your original DA 4187 to CPL is the order of record and needs to be PERM'd. If your new position is not authorized as a CPL, you're going to be a SPC anyway.
Not a big deal. E-4 is E-4. By now, you should be looking to board for Sergeant.

I would suggest that you strive to make points so that you become a SGT. Said to say that unless your DA CPL it's not permenant.

Your promotion was through that unit and BN not a HRC DA promotion which is permanent so once you PCS'ed you went back to SPC and he hasn't moved yet so his is still through same unit once he moves his will be taken as well! Now with that being said still at it to your IPERMS cause that shows the board later on your unit had confidence in your NCO potential!
