On what basis are SPC ( E-4) promoted to CPL in the National Guard ? What are the pros and cons of such a move ?

It's an appointment, not a promotion.

Check AR 600-8-19 chapter 7 para 7-11

In a nutshell, you must be in an E5 slot on paper and otherwise not eligible for promotion to SGT.

The basis I've seen is this. The company is short an E5, but the E5 slot is held by an E6. So they find an eager E4 that they feel is naive enough take the lateral promotion so they can take advantage of the naivety. They give you the responsibility of an E5, but they still treat you like a SPC.

From someone who has held the rank of CPL I was never treated as a SPC, show you have the qualities for greater responsibilities and you will be treated the same

When a SPC Accepts a Promotion to E-5 (SGT) in the STEP program (SM has SSD or DLC level completed but is not complete with NCOES ie. BLC) SM will lateral to CPL
