There are provisions for a dependent to be added to DEERS and an ID card to be issued by mail.

I would suggest you check out to see if there is a close-by RAPIDS site* that you can make an appointment at so your wife can arrange time. If you go the mail-in route, it will require you to get forms notarized and such, so it sounds like it would be defeating the intent (take time off from work to get it done).

Check out the RAPIDS site. If you are intent on going the 'mail in' route, contact the RAPIDS site to ensure they do it (some may not). You'll need to download the DD Form 1172-2, fill it out, bring the required identification to a notary and have them certify the rest of the information and affix the stamp (you'll also have to provide a photograph that's been notarized as well)
--------------------------------------------------------------
* RAPIDS Locator - https://idco.dmdc.osd.mil/idco/locator

ID Card Office Online

Consolidated ID Card Office Online

COL Randall C. Step 1: You need to either schedule or walk-in to the nearest DEERS/RAPIDS office. With your documentation in hand a VO (Verifying Official) can build the correct profile(s) in DEERS. Check the link as to what documents are required in your situation. Step 2: Complete and sign a DD Form 1172-2 with the VO, also request that a signed copy be uploaded for you in DEERS. Step 3: If needed schedule your spouse/dependents for a visit to their nearest DEERS/RAPIDS office. They will need a hard copy of the signed DD Form 1172-2 brought with them and two forms of identification (one must have a picture, ex: Driver License, Passport, Student ID. The second can be a SSC or voter’s registration card). The correct ID card can be issued to your dependents as long as you have completed these steps. If the VO you visit/contact is unable to assist you, contact their SVO (Senior Verifying Official) or SSM (Site Security Manager). Barring is system issues or document problems you shouldn’t have any delays. Good luck. My wife has never had a military I.D. We live in Demark, no place near for her to get one, yet I got her in DEERS, no problem.
