I disagree with this assessment. Ask yourself the following questions: what is he trying to do? Who is he trying to target? What effect is he having? What risk is he placing himself in? We underestimate our enemy when our start position for analysis is that our enemy is stupid.<br />- The more important analysis stems from the above questions. Is the purpose advertisement, recruitment, funding, intellectual engagement, all the above, or something else? Is the targeted population local (unlikely), regional, and/or strategic? You get the idea for the other questions.<br />- Bottom line. Do not look at this report through your own eyes. Look at it from our enemy's point of view and my bet is that this makes perfect sense and is having an effect that exceeds any negative costs.
