Can someone be promoted without PME (BLC/ALC) if their DLC equivalent is complete and they have a board recommendation?

A question about the new guidance regarding promotions (SGT and SSG to be specific). I understand a Soldier can be promoted without PME (BLC/ALC) but said Soldier still needs their DLC equivalent to be complete AND a board recommendation, correct? Or is it just their DLC equivalent?

You don't need a board appearances if you're MLI, but you can't be MLI if you haven't completed DLC. That's for E5 to E6. E4s are not eligible for MLI
