CPT Alex Gallo 8594388 <div class="images-v2-count-0"></div>In the wake of the horrific and devastating attacks by HAMAS against Israel, some have drawn comparisons, likening it Israel’s 9/11. The United States underwent a transformation of its counterterrorism strategies following 9/11. In much the same way, Israel may well now face the formidable challenge of reassessing its approach to counterterrorism following the October 7th terrorist attack.<br /><br />What can Israel learn from the post-9/11 experience of the United States?<br /><br />The evolution of U.S. counterterrorism policy in the post-9/11 era provides valuable insights for Israel in this moment. My research as part of a PhD dissertation into the development and evolution of U.S. counterterrorism policy during the 20 years following 9/11 revealed four distinct &quot;profiles for policymakers engaging in counterterrorism: The Commander, The Prosecutor, The Negotiator, and The Doctor. Bush, Obama, and Trump respectively adopted the first three policymaker profiles. Notably, none of the post-9/11 U.S. presidents adopted The Doctor profile. Why?<br /><br />The Doctor is the most complex of the four profiles to implement because it calls for the contemplation of the maximum amount of information with the most open decisionmaking mindset. A policymaker who is a “Doctor” relies on iteration to identify the root cause drivers of the terrorism threat and then develops a policy solution. The challenge with this policy approach is it takes time and, thereby, could be perceived as indecisive – a less preferable image for political leaders during a crisis. All the while, The Doctor must manage the need for closure in society regarding the terrorist event, which is extremely difficult particularly given the horrific nature of terrorism as we witnessed through HAMAS’ October 7th terrorist attack.<br />But if The Doctor can be effectively implemented, it holds the promise of decisively addressing the terrorism because any response would be based on more complete information than was available in the days and weeks following the terrorist attack. This is a critical difference between The Doctor and the other policy profiles because they tend to quickly and immediately move to closure often based on incomplete and even inaccurate information.<br /><br />During the Bush Administration, we witnessed the negative effects and risks of reflexively bending to the immediate need for closure and making decisions based on incomplete and inaccurate information. My research categorized the Bush Administration as a “Commander” – aiming to swiftly resolve the crisis of 9/11 by responding based on the information available in the immediate aftermath but not the after-action review. Although this approach seemed to be the right path in the crisis moment given the horrific aftermath of 9/11, it proved less effective over time. Indeed, rapid decisions based on incomplete and inaccurate information – spanning from the Bush to Obama administrations – resulted in multiple conflicts that had the effect of reducing nation-state and regional stability – not enhancing it – as well as the proliferation, geographic expansion, and evolution of terrorist groups and their jihadist ideology.<br /><br />The experience of the The Commander approach to counterterrorism suggests effective counterterrorism policy certainly includes curtailing the immediate threat – but goes beyond that.<br /><br />Effective counterterrorism entails preventing the cancer of terrorism from expanding and destabilizing nation-states and regions. This why a “Doctor” is needed for counterterrorism. The Doctor treats the cancer (terrorism) but is simultaneously mindful of not killing the body (nation-state and regional stability).<br /><br />Following the October 7 th attacks, adopting The Doctor would entail recognizing the cancer of Iran and its network of proxy organizations and addressing them systematically and precisely. It would also acknowledge that counterterrorism efforts must extend beyond the immediate response to prevent the emergence of new extremists. The Doctor would also not lose sight of opportunities to structurally change the context through measures such as normalization of relations between Saudi Arabia and Israel even in the face of the immediate crisis.<br /><br />The United States and Israel should consider adopting The Doctor approach to counterterrorism at this pivotal moment to guard against re-learning the lessons of 9/11. Medical doctors are divided into many disciplines. Almost every organ and part of the body has its own specialist. While focusing on one or even several symptoms, another may kill the patient. (Forgive the personal note, but my brother died of undetected lung cancer last month, while a team of doctors focused on his heart, kidneys, and arterial system.) Then there are doctors of philosophy who all wrote dissertations, some plagiarized. In every case, doctors are easy prey for those who assume that doctors know everything. Or, as Thomas Sowell states it, we assume that those who are highly expert in one specific field of knowledge, know everything about everything. Sadly, many doctors agree. Thus, I&#39;m not sure &quot;doctor&quot; is the term you were looking for.<br />In the case of terrorism, if we were to apply your concept of the doctor, we might be better served employing a doctor of psychiatry (with a specialty in criminal pathology). After all, terrorist more closely resemble criminals than anything else. Or possibly a veterinarian if you think like me and consider terrorists to be animals without any human qualities other than physical resemblance to human beings.<br />One last note for your consideration. We might do better if we actually began listening to terrorists and believing what they say. I grow weary of people ascribing motives to terrorists that contradict what they themselves say. While a doctor may attempt to study the terrorist and seek a cure, wouldn&#39;t they be far better off simply listening to what they say and believing them? Forget negotiation. Israel has tried that &quot;cure&quot; many times. They&#39;ve ceded territory to the terrorists. Given them aid and refuge, all to elicit some compassion in return. The terrorists take whatever they are given, defile it, then attack. <br />During the late 18th and early 19th Century, Muslim pirates attacked American ships, stole their property, and enslaved their crews. John Adams and Thomas Jefferson traveled to Paris to meet a Muslim ambassador and asked why they did this. The US never made war on Muslim nations. The US didn&#39;t attempt to colonize them. The ambassador was surprised at their confusion. &quot;The Koran gives us permission to do these things. You are infidels.&quot; And we and the Israelis are still infidels to be murdered and enslaved to this day. It&#39;s in the Koran. Read it and believe. I see the Global War on Terror, still ongoing of course, in light of the great philosopher/general Sun Tzu: One hundred victories in one hundred battles is not the most skillful. Subduing the enemy without battle is the most skillful. The Tao of Terror, as it were, requires your &quot;Doctor&quot; approach, but also a combination of the most effective aspects of Commander, Prosecutor and Negotiator. But the end result must be total annihilation of the enemy - the final principle of war, the one most ignored. The one suggested by Gen. George S. Patton, Jr., at the end of WWII, the one that got him killed. We lack effective leadership in this regard, and there are forces at work that would rather see perpetual conflict than a permanent solution. Us military folks know how to plan, execute and then succeed in battle. But all battlefields are multilayered now, and success seems more and more simply surviving because there are forces out of our control which influence victory conditions, which seem fluid. A &quot;win&quot; today is tomorrow&#39;s &quot;defeat.&quot; Information changes. Intelligence is never 100 percent accurate. The enemy and civilians are indistinguishable. We need to adjust our expectations. As long as political influences deter or change sound military goals, we will never win, which is again, the goal of influences out of our control. When political and military goals are the same, we win. When they are different, we fail. Winning on the battlefield is one thing, winning the peace is another. But we run around trying to reinvent a wheel that&#39;s fine just the way it is: Post WWII, the Marshall Plan WORKED. 78 years after the end of WWII, sworn enemies of the US are now some of the most prosperous and peaceful in the world, not despite the US, but because of us and the Marshall Plan. The Deir Yassin massacre took place on April 9, 1948, when around 130[1] fighters from the Zionist paramilitary groups Irgun and Lehi killed at least 107 Palestinian Arab villagers, including women and children, in Deir Yassin, a village of roughly 600 people near Jerusalem, despite having earlier agreed to a peace pact. The massacre occurred while Jewish militia sought to relieve the blockade of Jerusalem during the civil war that preceded the end of British rule in Palestine.[4]<br /><br />What was the Deir Yassin massacre?<br />* The Deir Yassin massacre was a massacre of more than 100 Palestinians, including dozens of children, women, and elderly people, carried out by Zionist militias in the Palestinian town of Deir Yassin near Jerusalem on April 9, 1948, during the establishment of the state of Israel. Some of the victims were mutilated and raped before being murdered. Entire families were killed. Dozens of men were paraded through Jerusalem on trucks and then executed in a nearby quarry.<br /><br />The massacre was committed by members of the Irgun and Stern Gang, led by Menachem Begin and Yitzhak Shamir, respectively, who would both go on to become prime minister of Israel. The precursor to the Israeli army, the Haganah militia, provided support to the attack on Deir Yassin with mortar fire and by disposing of the bodies. The Haganah was under the control of David Ben-Gurion, who would become Israel’s first prime minister just over a month after the massacre.<br /><br />Why was it important?<br /><br />* The Deir Yassin massacre triggered a mass flight of Palestinians from their homes and land in and around Jerusalem and beyond. It was a pivotal moment in the ethnic cleansing of Palestinians that was carried out by Zionist militias and the new Israeli army in order to establish Israel as a Jewish majority state in Palestine.<br /><br />* The Deir Yassin massacre and flood of Palestinians fleeing in terror across their borders helped convince the leaders of neighboring Arab countries, who were initially reluctant to intervene, to get involved militarily when the state of Israel was declared on May 15, 1948, thus marking the start of a series of regional wars over the ensuing decades.<br /><br />* In the end, approximately three quarters of all Palestinians (upwards of 750,000 people) were expelled from their homeland during Israel’s establishment on 78% of Palestine. UN expert warns of new instance of mass ethnic cleansing of Palestinians, calls for immediate ceasefire<br /><br />GENEVA (14 October 2023) – A UN human rights expert warned today that Palestinians are in grave danger of mass ethnic cleansing and called on the international community to urgently mediate a ceasefire between warring Hamas and Israeli occupation forces.<br /><br />“The situation in the occupied Palestinian territory and Israel has reached fever pitch,” said Francesca Albanese, UN Special Rapporteur on the situation of human rights in the Palestinian Territory occupied since 1967.<br /><br />“The United Nations and its Member States must intensify efforts to mediate an immediate ceasefire between the parties, before we reach a point of no return,” said Albanese. “The international community has the responsibility to prevent and protect populations from atrocity crimes. Accountability for international crimes committed by Israeli occupation forces and Hamas must also be immediately pursued,” she said.<br /><br />Since 7 October 2023, more than 1,900 Palestinians have been killed, including at least 600 children, more than 7,600 injured, and over 423,000 people have been displaced as a result of the Israeli strikes. This fate befell a population which has already experienced five major wars since 2008 in the context of an unlawful blockade imposed by Israel since 2007, which Albanese said has been widely condemned by the international community as collective punishment.<br /><br />On 12 October, Israeli forces issued an order for 1.1 million Palestinians in north Gaza to move to the south within 24 hours, amidst ongoing airstrikes. The next day, Israeli forces reportedly began to enter Gaza in order to “clear” the area. Palestinians have no safe zone anywhere in Gaza, with Israel having imposed a “complete siege” on the tiny enclave, with water, food, fuel and electricity unlawfully cut off. Rafah, the only border crossing that remained partially open to the Gaza strip, was closed after damage caused by Israeli airstrikes.<br /><br />There is a grave danger that what we are witnessing may be a repeat of the 1948 Nakba, and the 1967 Naksa, yet on a larger scale. <br /><br />The international community must do everything to stop this from happening again,” the UN expert said. She noted that Israeli public officials have openly advocated for another Nakba, the term for the events of 1947-1949 when over 750,000 Palestinians were expelled from their homes and lands during the hostilities that led to the establishment of the State of Israel. The Naksa, which led to Israel’s occupation of the West Bank and the Gaza Strip in 1967, displaced 350,000 Palestinians.<br /><br />“Israel has already carried out mass ethnic cleansing of Palestinians under the fog of war,” the expert said. “Again, in the name of self-defence, Israel is seeking to justify what would amount to ethnic cleansing.<br /><br />“Any continued military operations by Israel have gone well beyond the limits of international law. The international community must stop these egregious violations of international law now, before tragic history is repeated. Time is of the essence. In 1917 Walter Rothschild, 2nd Baron Rothschild was the addressee of the Balfour Declaration to the Zionist Federation, which committed the British government to the establishment in Palestine of a national home for the Jewish people.<br /><br />Edmond&#39;s work in Palestine<br />A strong supporter of Zionism, his most outstanding achievements were involved in responding to the threats facing the Jewish people in Europe in the late 19th century by supporting massive land purchases and underwriting Jewish settlements in Palestine and Israel. <br /><br />Edmond&#39;s large donations lent significant support to the movement during its early years, which helped lead to the establishment of the State of Israel. enforced prostitution, forced pregnancy, as defined in article 7, paragraph 2 (f), enforced sterilization, or any other form of sexual violence also constituting a grave breach of the Geneva Conventions;<br /> * Utilizing the presence of a civilian or other protected person to render certain points, areas or military forces immune from military operations;<br /> * Intentionally directing As a result, and in contrast to the crimes of genocide and crimes against humanity, war crimes must always take place in the context of an armed conflict, either international or non-international.<br /><br />What constitutes a war crime may differ, depending on whether an armed conflict is international or non-international. For example, Article 8 of the Rome Statute categorises war crimes as follows:<br /><br />* Grave breaches of the 1949 Geneva Conventions, related to international armed conflict;<br />* Other serious violations of the laws and customs applicable in international armed conflict;<br />* Serious violations of Article 3 common to the four 1949 Geneva Conventions, related to armed conflict not of an international character;<br />* Other serious violations of the laws and customs applicable in armed conflict not of an international character<br /><br />From a more substantive perspective, war crimes could be divided into: a) war crimes against persons requiring particular protection; b) war crimes against those providing humanitarian assistance and peacekeeping operations; c) war crimes against property and other rights; d) prohibited methods of warfare; and e) prohibited means of warfare.<br /><br />War crimes contain two main elements:<br />1. A contextual element: “the conduct took place in the context of and was associated with an international/non-international armed conflict”;<br />2. A mental element: intent and knowledge both with regards to the individual act and the contextual element.<br /><br />In contrast to genocide and crimes against humanity, war crimes can be committed against a diversity of victims, either combatants or non-combatants, depending on the type of crime. In international armed conflicts, victims include wounded and sick members of armed forces in the field and at sea, prisoners of war and civilian persons. In the case of non-international armed conflicts, protection is afforded to persons taking no active part in the hostilities, including members of armed forces who have laid down their arms and those placed ‘hors de combat’ by sickness, wounds, detention, or any other cause. This annual report is the cornerstone of the Early Warning Project, which was launched in 2015.<br /><br />What did we find?<br /><br />The Early Warning Project considers the top-30 countries to be high-risk. In the new assessment, nearly half of these countries are already experiencing a mass killing. <br /><br />Consistent with other research, most high-risk countries have a history of mass killing and are currently experiencing an armed conflict.<br /><br />At the same time, the composition of the high-risk group underscores that serious mass killing risks are not limited to a single region of the world or to highly authoritarian contexts. Has Israel by taking brutal action in Gaza strengthened Hamas and how the Palestinian struggle got divided and weakened when Hamas challenged PLO, a secular and nationalist organisation?<br /><br />Formed in 1964, PLO had a clause, in its charter, calling for the destruction of Israel. But when the Oslo process was launched for peace between Israel and PLO, that clause was removed from the Palestinian charter, granting recognition to the Jewish state. Likewise, the Israeli government in late 1980s and early 1990s lifted ban on maintaining contacts with PLO and recognised it when the historic PLO-Israeli accord, mediated by then US President Bill Clinton, signed on September 13, 1993. If PLO recognised Israel, Hamas opposed peace process with the Jewish state and called for the destruction of Israel.<br /><br />Gaza, which was occupied by Israel as a result of June 1967 Arab-Israeli war, patronised Mujama al-Islamiya which was formed by a Palestinian cleric Sheikh Ahmed Yasin and viewed it as a harmless organisation involved in charity and welfare work for the Palestinian community of Gaza. Mujama al-Islamiya later became Hamas before Intifada-I was launched in December 1987. Israel considered Mujama al-Islamiya and its successor organisation Hamas a lesser evil as compared to PLO and thought that dividing Palestinians will serve the interest of Jewish state. <br /><br />If Israel termed PLO a terrorist organisation and a major threat to its interests, Hamas was also against PLO because of its secular and nationalist outlook. That is how both Hamas and Israel were viewed as natural allies against PLO. But, later on when Hamas in 1988 killed two Israeli Defense Forces (IDF) personnel in Gaza, Israel turned against Hamas but it was too late. Hamas, which earlier labelled itself as a welfare and charity organisation in Gaza and got favors from Israel, changed is tactics and exploited PLO’s peace process with Israel to gain popular support of those Palestinians who were disillusioned with Yasser Arafat’s mending of fences with the Jewish state despite the killing of hundreds of Palestinians in Intifada-I.<br /><br />Regrets among those Israeli officials who helped the creation of Hamas are well documented. For instance, Avner Cohen, a Tunisia-born Jew who was an Israeli official in Gaza dealing with religious affairs during 1970s and 1980s, lamented that “Hamas, to my great regret, is Israel’s creation”.<br /><br />He observed the Islamist movement take shape, muscle aside secular Palestinian rivals and then evolved into what is today Hamas — a militant group that now calls for Israel’s destruction. Cohen argued that “instead of trying to curb Gaza’s Islamists from the outset, Israel for years tolerated and, in some cases, encouraged them as a counterweight to the secular nationalists of the Palestine Liberation Organization and its dominant faction, Yasser Arafat’s Fatah.<br /><br />Israel cooperated with a crippled, half-blind cleric named Sheikh Ahmed Yassin, even as he was laying the foundations for what would become Hamas”. Does it mean that Hamas was clever enough to dodge shrewd Israeli intelligence service by portraying itself as a welfare and charity organisation in order to get itself establish in Gaza and then confront Israel?<br /><br />Between June 1967 and 2005, Gaza was administered by the Israeli military. In 2005 Israel withdrew from Gaza but when Hamas gained control of that Palestinian enclave in 2007 it imposed land, air and sea blockade of that territory. This only galvanised the disparate fundamentalist factions. Their reactionary jihad now gained legitimacy as a &quot;national liberation&quot; struggle in the eyes of many Afghans.<br /><br />The Soviet Union was eventually to withdraw from Afghanistan in 1989 and the mujaheddin captured the capital, Kabul, in 1992.<br /><br />Between 1978 and 1992, the US government poured at least US$6 billion (some estimates range as high as $20 billion) worth of arms, training and funds to prop up the mujaheddin factions. Other Western governments, as well as oil-rich Saudi Arabia, kicked in as much again. Wealthy Arab fanatics, like Osama bin Laden, provided millions more.<br /><br />Washington&#39;s policy in Afghanistan was shaped by US President Jimmy Carter&#39;s national security advisor, Zbigniew Brzezinski, and was continued by his successors. His plan went far beyond simply forcing Soviet troops to withdraw; rather it aimed to foster an international movement to spread Islamic fanaticism into the Muslim Central Asian Soviet republics to destabilise the Soviet Union.<br /><br />Brzezinski&#39;s grand plan coincided with Pakistan military dictator General Zia ul-Haq&#39;s own ambitions to dominate the region. US-run Radio Liberty and Radio Free Europe beamed Islamic fundamentalist tirades across Central Asia (while paradoxically denouncing the &quot;Islamic revolution&quot; that toppled the pro-US Shah of Iran in 1979).<br /><br />Washington&#39;s favoured mujaheddin faction was one of the most extreme, led by Gulbuddin Hekmatyar. The West&#39;s distaste for terrorism did not apply to this unsavoury &quot;freedom fighter&quot;. Hekmatyar was notorious in the 1970s for throwing acid in the faces of women who refused to wear the veil.<br /><br />After the mujaheddin took Kabul in 1992, Hekmatyar&#39;s forces rained US-supplied missiles and rockets on that city — killing at least 2000 civilians — until the new government agreed to give him the post of prime minister. Osama bin Laden was a close associate of Hekmatyar and his faction.<br /><br />Hekmatyar was also infamous for his side trade in the cultivation and trafficking in opium. Backing of the mujaheddin from the CIA coincided with a boom in the drug business. Within two years, the Afghanistan-Pakistan border was the world&#39;s single largest source of heroin, supplying 60% of US drug users.<br /><br />In 1995, the former director of the CIA&#39;s operation in Afghanistan was unrepentant about the explosion in the flow of drugs: &quot;Our main mission was to do as much damage as possible to the Soviets... There was a fallout in terms of drugs, yes. But the main objective was accomplished. At least 100,000 Islamic militants flocked to Pakistan between 1982 and 1992 (some 60,000 attended fundamentalist schools in Pakistan without necessarily taking part in the fighting).<br /><br />John Cooley, a former journalist with the US ABC television network and author of Unholy Wars: Afghanistan, America and International Terrorism, has revealed that Muslims recruited in the US for the mujaheddin were sent to Camp Peary, the CIA&#39;s spy training camp in Virginia, where young Afghans, Arabs from Egypt and Jordan, and even some African-American &quot;black Muslims&quot; were taught &quot;sabotage skills&quot;.<br /><br />The November 1, 1998, British Independent reported that one of those charged with the 1998 bombings of US embassies in Kenya and Tanzania, Ali Mohammed, had trained &quot;bin Laden&#39;s operatives&quot; in 1989.<br /><br />These &quot;operatives&quot; were recruited at the al Kifah Refugee Centre in Brooklyn, New York, given paramilitary training in the New York area and then sent to Afghanistan with US assistance to join Hekmatyar&#39;s forces. Mohammed was a member of the US army&#39;s elite Green Berets.<br /><br />The program, reported the Independent, was part of a Washington-approved plan called &quot;Operation Cyclone&quot;.<br /><br />In Pakistan, recruits, money and equipment were distributed to the mujaheddin factions by an organisation known as Maktab al Khidamar (Office of Services — MAK).<br /><br />MAK was a front for Pakistan&#39;s CIA, the Inter-Service Intelligence Directorate. The ISI was the first recipient of the vast bulk of CIA and Saudi Arabian covert assistance for the Afghan contras. Bin Laden was one of three people who ran MAK. In 1989, he took overall charge of MAK.<br /><br />Among those trained by Mohammed were El Sayyid Nosair, who was jailed in 1995 for killing Israeli rightist Rabbi Meir Kahane and plotting with others to bomb New York landmarks, including the World Trade Center in 1993.<br /><br />The Independent also suggested that Shiekh Omar Abdel-Rahman, an Egyptian religious leader also jailed for the 1993 bombing of the World Trade Center, was also part of Operation Cyclone. He entered the US in 1990 with the CIA&#39;s approval. His close working relationship with MAK also meant that the CIA was fully aware of his activities.<br /><br />Milt Bearden, the CIA&#39;s station chief in Pakistan from 1986 to 1989, admitted to the January 24, 2000, New Yorker that while he never personally met bin Laden, &quot;Did I know that he was out there? Yes, I did ... [Guys like] bin Laden were bringing $20-$25 million a month from other Saudis and Gulf Arabs to underwrite the war. And that is a lot of money. It&#39;s an extra $200-$300 million a year. <br /><br />And this is what bin Laden did.&quot;<br /><br />In 1986, bin Laden brought heavy construction equipment from Saudi Arabia to Afghanistan. We now live scared. We now live under surveillance from our own government. We have given away our liberty, freely, in the name of security. In the words of (I believe) Ben Franklin, we deserve neither.<br /><br />Yes, both 9/11 and 10/7 were horrific attacks which call for response. But I would urge Israel to remember who they are as a nation and as a people. When terrorists attack, it is not incumbent upon the victim to cure the state sponsoring / sheltering / fomenting the terrorists. It is incumbent upon the victim to eliminate the threat in such a manner that no one else thinks about it. You will not change their mind or get them to see your thinking.<br />2) They believe it is a Holy War and that if they die in battle, they are a martyr and go straight to heaven.<br />3) They have a history of conflict with Jews and those that support them. It dates back 10,000 years, and it will never change; it is the story of the rejected child against the younger favorite child. It is a family feud and we all know how nasty those are.<br />4) When an opponent does not fear death, the only thing you can do is eliminate them with extreme prejudice.<br /><br />The Israel/Palestinian issue will never be solved as long as both sides fail to see that both are at fault. The US has forgotten everything it learned. We have let in more potential terrorists than any other eras combined. It is too late at this point, we need to close the border and begin the intel fight to find and root out the cells (plural) that have already stood up. Our only hope is vigilance and reporting, and a government that enforces the laws on the books. <br /><br />I pray for the safety of all US citizens, and legal residents.
