The Joint Base Process - Improvement or change for change sake?

So, we're several years in to the whole "Joint Base" experiment. I was very skeptical when this was done. It seems to be just another administrative level, and probably change to get someone a bullet point in a Fitness Report.

So my question is - has having Joint Bases actually improved anything or added any efficiencies?
