The President said that his closest military advisers are against "boots on the ground" in fighting ISIS. Do you think this is true?

I really can't believe that the Presidents "military advisers" are against putting troops on the ground to fight ISIS. I believe they are being held back by the NSA and other civilian advisers. This is my opinion, what do you think.

Nearly every policy in the past six years can be traced to those two people. Honorable mention to David Axelrod and Rahm Emmanuel, who have moved on to other endeavors.
I would note that a real leader does not assign the reasons why things are the way they are to the quality of their subordinates, they assume responsibility for their own decisions.
Syria is a mess of recent manufacture and current policy, no matter what those in charge would have you believe.
