The US just signed a (treaty ?) in Paris to supersede the Kyoto Agreement. W/o a vote by Congress, should it have any authority in the US?

Perhaps you should elaborate on exactly what the Paris Agreement is and why it has superseded the Kyoto Agreement. So as to provide a little more context for making an educated decision.

What more do you need to know. A treaty signed by the President (or his representative) is not binding on the U.S. until ratifying by the Senate.

He wasn't asking that. The question was should it have any authority. And considering it is an agreement to reduce greenhouse gasses and pollution, I don't see any reason why we shouldn't honor it.

SSG Jeremy Kohlwes - maybe the fact Obama knows it has virtually no support in the Senate to become a treaty is why he has declared it's not one...kind of like his Iran deal.
