The drive to the local base is about an hour, and I do most of my shopping online anyway. Prices at AAFES and the Commissary are outrageous. Only time I shop the PX is for "Big Ticket" items and sometimes not even then. The local grocery stores are much more affordable for us than the Commissary. As SSG Ryan R says, the PX doesn't save you much even with the sales tax savings. With Amazon you can get much better deals. Commissary saves a bit, but stores like Foodmax in California are comparable. I agree with all the comments that the value of these privileges is probably not worth the bureaucracy that would be needed to establish it. I rarely use the Exchange or Commissary but when I do it is because I am on base for medical appointments. It's not now. Overpriced everything. When I was a kid I would go bowling, and buy cokes and candy at the commissary. My dad worked at the post office before he got out of the Army. My privilege card is pretty much useless.
