Thoughts on Lt. Col. Baugh being reinstated despite an investigation calling for her firing?

Lt. Col Baugh's Majority Command sees her as a Sub-par leader at best. These complains went above her head and an external investigation launched. The investigation showed she was an ineffective leader and clearly had issues controlling her emotions. Despite this external investigation, which interviewed all levels within her command, and eye-witness accounts of the investigators, she has kept her command. Normally, something like this would have someone removed immediately, but somehow she was able to retain her position. Is this another example of special privileges for positive PR?

Some of it was for the positive PR. Is it just me or does her behavior not resemble somebody with PTSD?
