At least not in the sense that we would think of it. They are returning to get back into the fight. In fact, they probably have more "cred" for spending all those years at GTMO, so their extremist stock will rise when they get back home (if they're not already there). We are not going to be able to keep these detainees indefinitely and keeping an entity like GITMO for posterity is not something that politicians will be open too for the long term.
