I know at my last two assignments we have had civilian business people as "eagles" to our squadron. Basically they are civilians that "sponsor" a unit. Dyess. Although I'm not sure we ever knew each other well, we served together for a few years in the 125th Army Reserve Command before his retirement from the USAR in NOV93.<br />Their function is similar to that of Civilian Aides to the Secretary of the Army (CASA), and they carry a protocol status equivalent to a major general. These men and women are valuable tools for the Army Reserve. They administer hundreds of millions of dollars in College Scholarships. Recipients must be in the simultaneous membership program in the USAR and Army ROTC. These scholarships help young college graduates avoid crippling student loan debt. A great deal of their work is invisible; they are the eyes and ears of the Chief of the Army Reserve in the 50 States. They are two star equivalents for protocol purposes and they tend to come from the movers and shakers of their communities. They are able to pick up the phone and get governors, mayors, state legislators on the phone. It&#39;s really a communications job ensuring that the Army Reserve&#39;s success stories are told. They do not get paid. They are volunteers carried as unpaid appointees.
