Granted, we are often on different sides of issues with China and Russia, but I think they might (might) be with us on things like ISIS. Russia is a Syrian ally, but it's hard to defend the brutal murders that have been carried out by ISIS.<br /><br />Terrorist organizations can "get away" with being openly brutal to influence their target audiences. It's more difficult for nation states to behave that way without some sort of repercussion.<br /><br />With all that said, you do present an interesting idea.
