Unfortunately in the past years both DARPA and DOD experienced severe budget cuts... What should be the policy on R&D expenditure??

When you fall behind in the technology race it is usually too late to catch up; the game is lost.
Our technology saves lives on the battlefield, shortens wars, and is worth many times what it costs us. Failure to lead our opponents in the technology race could result in our failure to survive as a nation.

So true, not only the DoD budget should not be limited but also it should be boosted... Once you fall off the race in defense R&D it would be hard to get back on game...

We have a Monstrous Defense Budget and you got to cut somewhere but I am always sorry to see R&D cuts. I worked on the MILNET/ARPANET Project, The birthplace of the Internet, The Worldwide Web, Good Old Socialist Government Spending with the Help of Colleges that provides us this Wonderful Platform to use and discuss such matters. What are we cheating ourselves out of?

Well, we have got to keep in mind that both China and Russia have almost tripled their R&D budgets. Imposing cuts at this point of time is unrealistic and unwise..
