Generally, it has always been permissable to do minor, quick stops to purchase something on the way to and from work (ie buying gas, picking groceries or dinner), or quick errands (ie lunch, post office, etc) during the duty day. Since the start of GWOT, Army has taken the stance where they want to be more visible to the civilian populace at large. Remind civilians that we are at war and these are the folks who protect you kind of thing. However, you shouldn't be out in uniform (particularly ACUs) on the weekend hanging out at the mall.<br /><br />As for dog tags, those are not purely military anymore. I've seen folks wear them as fashion accessories who I KNOW are not in the military.
