It is not as intrusive &amp; actually has the potential to cast a more accurate net. The only question I have about it is will officials use it to its potential, or (un)intentionally not use it to its potential in order to attempt to get the more restrictive Patriot Act portions back? Like the Patriot Act, I highly doubt many members of congress or senators actually read the legislation, then conducted an unemotional analysis of it in regards to it's effect on their constituents.
