It really gets down to the Veteran. You will have those who are ready to better themselves, and you will have those who are going to the abuse the program. I had a co worker who had worked in one of homeless veterans programs trying to get housing for people. It was not uncommon for him to get threats from vets, gov vehicle trashed, veterans bringing bed bugs into these apartments, and other less savory practices. It would sour landlords and soon make it impossible to find other apartments. Also some of these places that get constructed are built jointly with state and federal monies so it will allow other homeless people who are non veterans into a facility. Again both good and bad. Good for the city as they are now meeting federal guidelines, bad for the VA as the place where they get built in high cost of living areas are now on VA property. This would mean that the VA essentially was becoming a dumping ground for non veteran non desirables IMHO.
