I know alot of Veterans that are Homeless but they do not want to be subjected to random Alcohol or drug testing. Which is part of the prerequisite of staying there. I know that each State mandates they go thru counseling, and try to find them a job & benefit so they can become self sufficient to help them improve their lives. But they are very private.
