The ALA especially focuses on women veterans to bring to light the daunting challenges and issues they face: homelessness, suicide, lack of adequate childcare, and military sexual trauma. ALA members and volunteers help by advocating for the needs of women veterans. Locally, we work to establish strong connections between women veterans in need and the services that best fill those needs, whether through federal, state, or local agencies, or by offering a strong volunteer base to provide “boots on the ground with a warm touch” through meals, childcare, clothing donations, welcome baskets designed specifically for females to include items such as female hygiene products, baby supplies, toys, and gamebooks for school-aged children. Whole Health is an approach to health care that empowers and equips Veterans to take charge of their health and well-being and to live their life to the fullest. Whole Health centers around what matters to you, not what is the matter with you. This means your health team will get to know you as a person, before working with you to develop a personalized health plan based on your values, needs, and goals. The Whole Health System includes conventional treatment, but also focuses on self-empowerment, self-healing, and self-care. The Whole Health System moves VA forward from focusing on episodic care to a more continuous engagement with you through your life. The Whole Health System is the current vision for complementary and integrative health (CIH) integration in VA and includes three components:

The Pathway: Veteran peers partnering with you and your family, exploring your mission/purpose/aspirations and beginning your overarching personal health plan.
Well-being Programs: Skill building and support; proactive, integrative health approaches such as stress reduction, yoga, tai chi, mindfulness, nutrition, acupuncture, health coaching
Whole Health Clinical Care: VA or community providers, or both, trained in Whole Health; focusing on relationships, complementary and integrative health approaches, and personal health planning

RallyPoint Rules and Conduct: https://rallypoint.force.com/Support/s/article/rallypoint-answers-and-discussion-conduct-2020-03-13-10-21-35

WomensHealth

Wed, 17 Jun 2020 15:09:16 -0400 VetXL: Women Together – live Q&A with the VA in Support of Women Veterans.

U.S. Department of Veterans Affairs Wed, 17 Jun 2020 15:09:16 -0400 2020-06-17T15:09:16-04:00 Response by CPT David Gowel made Jun 18 at 2020 10:01 AM https://www.rallypoint.com/command-post/vetxl-women-together-live-q-a-with-the-va-in-support-of-women-veterans-ask-questions-below?n=6018604&urlhash=6018604

Thank you all for joining us for this important event. My claim is a 38 U.S.C.S. §1151. It has been a disaster trying to file the paperwork on the claim/appeal. However, my primary care is frustrating. He is "certified" for women's health - what exactly does this mean? I'm picturing a PowerPoint presentation on female health. I also don't want a male handling my reproductive care. I was referred out to a civilian OBGYN for my pregnancy thankfully, but at 6 weeks pp they cut off that referral. The doctor who molested me was apparently kicked out of the Navy shortly after molesting me, as within a year of leaving the service his medical license was revoked, and he was charged with molesting two other young boys. The NCIS is currently investigating this man and knows he is a convicted felon. I filed my military sexual trauma (MST) claim with the VA, but the VA has repeatedly denied my claim and appeals, due to "38 Code of Federal Regulations 3.1." That is, the VA says I am ineligible to file a claim since I wasn't technically "in" the military when a military officer fondled me on his examining room table, on a Navy base, while undergoing an examination which was REQUIRED by the military in order to join the military. The VA will also not recognize my claim for "aggravation of a pre-existing condition" as there was no record of PTSD prior to entering the military, as the doctor who molested me and caused the PTSD failed to annotate his criminal act on my military physical exam, in which he said I was fit for service. Go figure. The VA cannot fathom that someone who is molested at the very beginning stages of their military career, when they are the youngest and most vulnerable, might possibly have some problems in life as a result of that sexual assault. If you try hard to succeed in the military, as I did, and you follow the rules, don't get in trouble, try to do a good job, that is held against you, as the VA basically expects you to become a disciplinary problem, get into trouble, and cause further problems for yourself and sabotage your own career. While I understand that the VA has to abide by federal regulations, and follow the rules, what I simply cannot understand--nor accept--is the unwillingness of the VA to point out this egregious loophole to Congress, to simply ask Congress to modify the regulations so that the VA can support those veterans who were sexually assaulted at the onset of their military careers. I realize I'm writing this as a man, but the same regulation that prevents me from achieving any justice, for having the VA/government recognize the crime that was committed against me when I was a teenager, also applies to young girls who wish to join the military. Surely the VA, and we as a nation, can do better than this. All it would take would be for a little leadership from the VA, as I cannot imagine anyone in Congress would object to helping out teenagers who are sexually molested by military officers while in the process of volunteering to serve their country. She also said no matter how bad my mental health/MST is I need to get to work or who will support me. She was not helping at all and I knew I had to get a better doctor. I have read that at least 37 states have made this mandatory and I live in one which is Texas. For the first time in my life I was recently notified that I have dense breast tissue. Having dense breast tissue may make it harder to detect cancer on a mammogram and may also be associated with an increased risk for breast cancer. Seeing that is the case why are we not given the option of having an ultrasound or being allowed to receive a mammogram at a facility that has a 3D mammography machine if we receive our care from the VA? Why don’t all VAs have 3D mammography machines? I read the notice that states the reason for notification is so that together with our health care provider we can decide if additional imaging is necessary. I requested additional imaging and was told no. That all women have dense breasts and I could only receive additional imaging if the imaging specialists requested it. I am a 70% service-connected veteran and I have been receiving VA health care for the past 12 years. I have noticed that there are times when it is difficult to get treatment when needed (inpatient care) because I’m a woman and there aren’t enough “female” rooms. (When I was in a suicidal episode and voluntarily went to the VA ER, I spent 12 hours in the ER waiting for them to find me a psych bed—they were looking in facilities as far as 300 miles away, because there was only one room for a female at my VA hospital and it was occupied. I had to wait in the ER until somebody was discharged. Also, the equipment and supplies used don’t always seem to take into account that there are female veterans and that some of us are quite tiny. I had occasion to need a wrist brace prescribed by an orthopedist (community care) and the office was fitting me for the brace when it was discovered that I would need to go to Prosthetics at the VA to get the brace because the VA wouldn’t cover it from the provider. The brace the VA provided was allegedly “one size fits all” but should’ve said “one size fits all men” because even at its tightest, it was still loose and actually made the pain worse when I wore it, so I stopped. Recently, I started having wrist pain in the other wrist and tried once again using the VA brace but it still allowed too much movement, so I went to go to urgent care (community care) to see what other options there were to keep my wrist immobilized. The doctor there gave me a brace that actually fit! I have tiny wrists and ankles and it has always seemed like the VA forgets that vets come in all shapes and sizes and that many female vets (and some guys, too, I’m sure) need equipment sized for them. (I’m also looking at the Women’s Health Clinic—I’ve had to be referred to a community care provider because the WHC doesn’t have the correct size speculum to give me care.) These are just a couple of the obstacles/barriers I’ve had with getting appropriate healthcare. (Seriously—having a suicidal person spend 12 hours in the ER to find a female psych bed in the VA system is not cool). So, can that be something that is looked at/discussed? (Oh, also the inappropriateness of having a female shower in a communal shower on a coed ward but without a locking mechanism on the door to the shower—happened to me as an inpatient after a surgery). My unit ignored the police report and told me to “pretend like it never happened” and continue on with being in the same unit as them. I was assaulted by 2 men in my unit, I filed a police report and had a kit completed at the hospital. I had therapist write letters on my behalf to the VA to acknowledge the situation, and my claim. I told my unit and nothing was done to them. I was harassed by my command until I was able to get a medical discharge by being NPQ for the PTSD. I have been trying to file with the VA but never accepted because the assault did not happen on a drill weekend, but the harassment continued through out my service. I have gone through so much to be able to even admit it even happened. I was told it was my fault and to just get over it. I just want to know how to go about getting my PTSD claim processed, I was denied back in 2012 (took 2 years to process the claim). I recently reapplied and they just closed it and did not allow me to file for the PTSD. How do I get heard? PO3 Marlie E. I personally think it’s horrible. They will not at least at my VA do long term care you have to identify an issue set a goal and get down with therapy. They don’t want to dive into your past to deal with present or your future. This to me is a model that checks the block but doesn’t help the veteran at all. If I suffer from PTSD or trauma of any kind how does this help even if I am stable have been stable for awhile, if you are in crisis we will identify that resolve it and you are done... sometime it’s not that simple. The crisis maybe the reason for the call but not necessary the overall issue. There is no other diagnostic code in the VASRD that requires an invasive procedure before SC can be granted. This creates a high threshold for women as opposed to men. I understand that a laparoscopy is the gold standard in diagnostic tools for endometriosis. However, not all women get a laparoscopy as an MRI or ultrasound can diagnosis the condition. If the condition is mild or moderate, some physicians don't jump to a laparoscopy and consider watchful waiting and medication treatment as an option especially if confirmed by MRI or ultrasound and based upon the patients overall symptoms. Meanwhile, a woman cannot receive compensation benefits. If a women has endometriosis under DC 7629 which meets the 10 or 30 percent evaluation, unless her physician feels the symptoms warrants performing a laparoscopy, she is denied SC even if she has the diagnosis in her records.

The denial of compensation benefits also denies treatment for the condition by VA (unless she is rated 60% or higher for other conditions) even if she is diagnosed in service with endometriosis via MRI or ultrasound. Continued treatment through the VA might result in the currently required laparoscopy but she is denied that treatment as well.

I personally feel this is an injustice to Women Veterans. I hope the renewed attention on Women Veterans will cause a revisit of this issue resulting in a legislative amendment to the diagnostic code and at a minimum remove the requirement at the 30 and 10 percent evaluation criteria. If this can be amended, I also hope the VA will revisit all the claims of all Women Veterans who have been denied SC for endometriosis and to determine whether the denial was due to the absence of laparoscopy and determine whether granting of SC with liberalizing legislation is appropriate.

7629 Endometriosis:

Lesions involving bowel or bladder confirmed by laparoscopy, pelvic
pain or heavy or irregular bleeding not controlled by treatment,
and bowel or bladder symptoms 50
Pelvic pain or heavy or irregular bleeding not controlled
by treatment 30
Pelvic pain or heavy or irregular bleeding requiring
continuous treatment for control 10
Note: Diagnosis of endometriosis must be substantiated by laparoscopy.

I am well versed on this issue and I can provide history beyond what can be found in the Federal Register. I'm 100% SC due to unemployability which I explained to them. They bluntly told me that my rating for my knee is only 90% and that the 100% is my combo. I explained to them that there's two 100% disabilities. The 100% combo allows the veteran to work since they're not permanently disabled. 100% due to unemployability means you're unable to work and are permanently and totally disabled. The Social Worker bluntly said "there's no such rating and you're not entitled to benefits to help you at home". So, they discharged me with NO HELP and made me take care of myself with extreme difficulties. I had to ditch my walker, etc because I couldn't do it by myself. It took me two months to get the help and then the Social Worker told me to HIRE A MAID since we don't care that you can no longer do anything for yourself. They gave me a helper twice a week which basically sat on their butts and did nothing... I still had to do my own things while I still trying to recuperate and causing setbacks to my recovery. I asked the Social Worker "Why should I take my disability money and spend $400 to $500 a month on someone to help me clean since I no longer can. Their response "Not our problem, its yours"... I've been at the 100% for over 20 years and again this year I had another surgery that sent me home for another service connected injury in a cast with NO HELP. They expected me to be full time in a wheelchair for a month with no assistance. I then went to the Patient Advocates Office to ask why the VHA would not allow my PCP to write a medical opinion. At my recent hearing the judge thought it would be beneficial if I would have a private provider write a medical opinion to support my medical treatments as my issues are complex (electrical injury). I have only had VA PCP’s, and I recently moved to a smaller state, so I do not have a private provider that is familiar with my medical issues. I did see a private internist, but she was not comfortable with writing an opinion and recommended I see a specialist. I then reached out to the only IME within my state and he does not write opinions for Veterans. He recommended that I reach out to the VA as they are responsible for performing medical examinations. Since the VA has taken away the DBQ’s from the Veterans for private use, supposedly because they were being mis-used by certain IME’s, I do not know which reputable IME to reach out to that the VA will recognize as trustworthy. I was broken past the point of chosing not to go to the ER but I wish I didnt. I took my ESA with me so I could make the drive calm enough to drive. When I got there I answered the standard suicide questions and told them I just needed to be looked at for my physical pains and I needed to talk to a mental health provider. It was a Friday night. My friend was also there. I get called back to the stretcher instead of a room. My friend gets a room but insisted I needed one because she was there for the DV incident. The DR flips over my ESA which I have papers and proper documentation for that he never asked for. The nurse was skeptical but started to notice the ESA was well trained. The DR ended up saying there was nobody to talk to until Monday. I tried to leave then he told my friend that he would get help for me versus what he just told me. She came outside with him as I was about to drive to the AFbase to get help. He said he would get me help started acting like he care and as soon as I got back in to the hospital it changed again like night and day. He wanted to call animal control, say my animal probably does not have shots, called the police, and said I was baker acted. The situation kept getting escalated until the police called back up even to the point where I was threatened to be sedated. When the supervisor came he talked to everyone else first then came to me. He began to realize I was not being treated fairly. He deesculated the situation from the DR to his police officer that called him. He gave me his extention and told me to call him if they continue but the only thing I cannot do is let you leave because he put the backer act on you. I told him I just need help and they can't give me help until Monday. I need to go to the military base so I can get help. He said that he could not let me go out of the door. He left. The Dr was mad. I did not receive any care that mattered until the day I was released. I say that mattered because I saw a Dr i believe Sunday that said he couldn't do anything so I would have to wait until the other DRs came in. I wrote to the Director of the hospital with a marker. And I asked staff why am I locked up but the person that put his hands on me is free? They said you are not locked up you are receiving care. I told them this is not care this in the words that yall use towards me is incarceration. I am not a criminal. And I can't even talk about what is wrong because there is noone to talk to and I have been in pain since Friday but I keep getting meds but no care. I could have stayed home for the exact same level of "care." From days of staring at a wall in disbelief that Veterans get treated so disrespected. I was told i was not the only one that was in this situation. I didnt get an xray for days which the Dr was skeptical about giving me in the first place just to find out i did in fact have a diagnosis that I did not have before. The patient advocate worked her butt off to get me out of incarceration. The day I was released the work week dr apologized for me being there and said she would rush to get me out. The director called apologizing saying the rules that are in place is not black or white and asked me what she can do? I told her to make sure this does not happen to yet another veteran. The head of the ER called apologizing saying that there are complaint cards that are there in situations like this. My first question is does the VA consider this ICARE? Is this the type of care that the VA should be offering to Veterans? I understand there is a budget for everything in the VA but not having a mental health personnel on call is irresponsible. The fact that the Dr lied on his report so that he could baker act me and keep his job so his lies, arrogance, and mistreatment can flourish to other Veterans is beyond disrespectful to me and other Veterans. The face that my notes on my stay from the ER has his lies in my file is irresponsible. Is there anyway his note can be corrected or redacted? Is there anyway he can be fired for falsifying a federal report? I can say fix it until I am blue in the face but honestly don't believe the VA will change to benefit the Veterans in this category. I would rather go into hospital debt and lose everything than go back to that ER ever and a Veteran should never have to feel like that with the VA. The VA is supposed to take care of the Veterans but instead they use the ICARE motto while egos and personal opinions get in the way of their duty. #VHADontCARE SPC Tisha Jones Tue, 30 Jun 2020 02:39:19 -0400 2020-06-30T02:39:19-04:00 Response by SPC Marilyn Horton made Jun 30 at 2020 3:44 AM https://www.rallypoint.com/command-post/vetxl-women-together-live-q-a-with-the-va-in-support-of-women-veterans-ask-questions-below?n=6056122&urlhash=6056122

Where is the help for female veterans in need of fertility assistance and treatments? Someone at the RO sent me a statement of case telling me the rating decision, but I had to wait months after that until I received the official benefits explanation.
After all was said and done, I fought for a claim the BVA judge basically said should never have been denied, it took more than 6 years for my claim to be approved.

I would also like to know why MST treatment is so inconsistent. I was living in the Daytona Beach area when I first began seeking treatment for MST. I was able to get individual counseling, attend a group with other MST survivors and participate in the Clothesline Project every year. I HAD TO LEAVE fL after Hurricane Matthew damaged our home. I wound up in NY where I am treated at the Bath VAMC. I used to go to the PRRC but there are no groups, there is no one-on-one counseling (that I'm aware of), and there is no Clothesline Project. When I first began receiving services from Bath VAMC, I inquired about the MST coordinator. I was given the name and number of a man. When I asked him about the Clothesline Project I was informed that they didn't have one because there was no interest. When I spoke to other survivors, however, they had never heard of the clothesline project! Designing a t-shirt was a big part of my early recovery. I’ve never known anything about her service only my dad saying she didn’t have the best experience. I was in shock and not sure what to do, she had an appointment with mental health I told her to talk to them about it. I have since applied for disability benefits for her. My question is I believe this was the cause of her years of being recluse, depressed and bi-polar ultimately leading to the divorce of my parents after 40 years. I wz stressed & distraught when I received notification from Dept of Human Services (DHS: food stamps, Medicare) indicating they were aware of his passing. I didn't know that, unlike DHS (state agency & Social Security (federal agency), V.A. Long story short, what little wz left of what i believed wz monies raised during 2 months before his burial in failed attempt for autopsy & casket burial wz seized by DoD on behalf of (instead of by) V.A. this past Jan., causing bank acct to be frozen. I have slightly less than $933 in bank, including Feb.'s Social Security, I haven't been able to access.

Have since filed one claim after another. All but part of last one have been denied. Some 32 days of benefits sent after I reported his death were waived & reimbursement of some 51% of cost of cremation (probably not what he, Native American, would have wanted but best I could afford on limited resources I had "on hand") wz allowed. 'Cause of questions I had about hw much V.A. claimed I owed in overpayment, I requested audit that I have yet have had no explanation of resulting balance. Instead, all I've gotten rhetoric, a lot of gobbledygook.

My point here is that this left me totally destitute just before I wz to become another homeless veteran, & utterly helpless as pandemic swept in. This need not have happened. One reason V.A. gave for dragging their heels (delaying) on decision wz that they were aware I'd had income other than Social Security in Sept., yet they didn't get confirmation of my husband's death 'til 2 days after his burial? That's when his PCP signed death cert, not when I took it to them.

As veteran, I'm aware non-service veterans are entitled to nothing more than plot & marker & their survivors (spouse), veteran or no, are entitled entitled to bubkis, even if they were deceased veteran's primary caregiver. I didn't file for spousal benefits (pointless, I know, but VSO had me do it) 'til wk before his burial. When I went to report his death 3 days after his death, why didn't police incident report ticket indicating they'd examined a DOA, suffice to STOP benefits? Why am I responsible & penalized for their not doing their job?

Their decision wz supposedly delayed 'cause of pandemic, which wz declared in Mar., & didn't come 'til May. Seizure occurred in Jan. I wz desperate to come out from under (WAY below poverty level). They'd already 2-stepped since I'd filed different claims from Oct. into new yr without handing dwn decision when they seized acct. In desperation caused by V.A. delays for decision, I filed claim for Aid & Attendance in Apr. This wz incidental to prior spousal claims that had husband's V.A. claim number on them. This claim wz aggregated to his claims; I might as well have been civilian spouse! This would not have happened if they had attended to previous claims in timely manner. 'Cause they failed to tend to previous claims, I wz left destitute, living in unsafe conditions, in danger of serious injury & at risk of losing (2d time) everything that amounts to 16 yrs my husband & I had together--all that remains of our time as a couple. I then went to the BVA office and requested why I wasn’t given a C&P for some of my claimed disabilities, their response was that the VA is not required to provide C&Ps. I then went to the Patient Advocates Office to ask why the VHA would not allow my PCP to write a medical opinion. His response (confirmed by his supervisor) that their “policy” does not allow any VA physicians to write medical opinions or complete DBQ’s. I asked to see the policy, he said it was on the website, I asked to point me to the policy on the website, he said he didn’t know where it was and for me to search for it myself. After a painstaking search I could not locate any such policy; however, I did locate the “VHA Directive 1134-Provision Of Medical Statements And Completion Of Forms By VA Health Care Providers,” which essentially allows VA providers to write medical opinions and complete DBQ’s.

•Due to a medical complexity, may a veteran request for an independent medical opinion, in accordance with §3.328 lndependent medical opinions, after a VBA hearing to support provided medical treatises?
Because it was not offered a C&P, or allowed to have my VA PCP write a medical opinion, I had to rely solely on medical treatises for my VBA hearing. They have to sign a document that prohibits them from pursuing the veteran for any leftover payment that Medicare did not cover for their costs/fees.

I have pleaded with doctors to let me pay the rest of the costs, but according to the document they have to sign (referred above in b), they avoid any legal issues and refuse to provide any treatment at all. I either have to pay two treatments (MH treatment is $3000-4500; eye surgery is $6500) all out-of-pocket or not be able to have treatment at all.

And I've spoken to the national CCN line multiple times, pleading them if I could just pay out of pocket (ie personal loan / credit card), and then just be reimbursed, but they prohibit that as well.

The VAMC does not provide in-house either the MH-treatment that my psychiatrist referred me to or a surgeon qualified for the medically necessary surgery (eye condition).

This seems to be the loophole for preventing/ not providing access to necessary healthcare to veterans! I have gone to Patient Advocate, director of CCN, as well as speaking to non-profits who do work in the MH field / Depression/ Suicide Prevention. No help so far. As a resident of DC, there is have no Congressional representation. Who else can I bring this up to in order to get this addressed? While enlisted we did what we were told because we were Government Issued (GI's). Situation: I was "deployed" to assist at a different VA location than where I work in support of the COVID-19 response. After a month I had to ask for help due to PTSD exacerbation. I filed for, and received, FMLA. I also have workplace accommodations in place now. I have asked for accommodation to be relieved from future deployment but am meeting substantial resistance from my manager. I am a service connected veteran, receive medical and psychiatric care from the VA, and have an HR approved service dog (so am not able to provide direct patient care as my service dog cannot be sanitized between patients).
There are other veteran employees who are having difficulty as well. Can we be forced to deploy? May the VA legally deny accommodation? Any other suggestions as to how I may advocate for myself, and other veteran employees on this issue? I am service connected for a thyroid condition. My VA primary doctor would not fulfill a prescription given to me by my private endocrinologist without seeing me. My primary care VA physician had me to get a lab workup (blood work), and billed my private insurance $2100 for lab work. This is the third instance of VA billing my private insurance for a service-connected condition, while the appointment was specifically made for the service-connected condition. I was told the VA bills the primary insurance in the Veteran's file. I contact VA regarding this outrageous bill, but I have not received a response from the VA billing office regarding this matter. How do I prevent this for occurring? This Covid-19 is another influenza pandemic, it's here to stay. At what point will VA stop cancellation of office visits and rescheduling of new appointments, only for them to be cancelled and reschedule again? Like I said, this virus is here until the end of ages.
2. I'm a chronic pain patient, diagnosed with fibromyalgia. I've been managing this syndrome since 2004, after return from the 2003 OEF/OIF WAR. Upon attending the Chronic Pain Group Therapy, last year, which lasted give weeks, there wasn't an inclusion of Alternative Medicine [i.e., herbalism, trigger point injections, cbd oil, etc]. Our Instructor said the course was vamped by the Hospital Chief, and what we were being taught, were the only key components felt necessary for our every day lives. Of course you can imagine the reaction at that moment. Yes, uncontrolled and irritable. My question is, "When planning these study groups, workshops, etc.., why can't a few patients or a survey guide from the patient be included in the planning stages of the program before it is sent out"? Reason being, what's best for you may not be what's best for me. This is the motto I suggested we adopt for this course. All remedies have different affects on each individual, though we have common symptoms.
3. If the doctor's LISTEN to their patients more, instead of trying to fast track their appointment time, there wouldn't be so many opioid over dose. All chronic pain patient's are not addicts. We describe our pain level best as we can, sometimes it sounds absurd, but to us, we're trying to make you understand stand. I had a doctor that didn't listen to me and it resulted in me having the 11th spinal fusion on my back, simply because he was trying to flex his authority over the change in my pain medication. Will you all PLEASE, PLEASE, make some type of mandate for the doctor's to listen and take the patient words with more discretion? According to their medical records, they know the level of intensity of their patient.
4.
