Once the budget is established, it is imperative for Division to remain committed to it, not slash it at the 11th hour to reallocate funds to CSTX in August. For example, this mission required 19 vehicles for CHOT teams to travel back and forth to their assigned client unit's locations at the various FOBs and COBS spread across the vast training area of McCoy, both North and South Post. When we arrived, a grand total 7 vehicles were available. CHOT Teams were told to double up and travel together. This is problematic, as separate units operate on their own pace and tempo, and have separate needs and training priorities. As a result, many CHOT Teams resorted to traveling in their POVs. This is UNSAT; Soldiers, regardless of rank, should never be responsible for their own transportation to execute the mission due to last minute cuts in resources.
