We have all had a subordinate that needed to go. What are some Rating Bullets you have used that were both funny and sad but true?

We have all had to write an evaluation form on a subordinate. As leaders we have all had a subordinate that should go do something else. What NCOER/OER bullets have you used or seen that while being funny are just way too sad that they were actually true.
For example I used this once "Displays the military bearing and discipline expected of an IET Private"

As an adjutant I saw an OER on an infantry captain where the COL wrote "this officer has not commanded a company and does not seek to command. He displays none of the initiative or drive expected of a combat arms officer. Recommend retention in grade "

He never actually made it to the Major's board. The OER triggered a review and he was out in 90 days.

As far as funny/joke lines, one that went around for your last OER was "i can conceive of no national emergency so dire as to warrant this officer's return to active duty"

I never got to put it on paper but once I was called as a "Character Witness" to a Marines Admin Discharge hearing in front of the Regimental Commander. I had a stack of counseling sheets form 3 months alone that was thicker than a fat baby's dick. This individual was constantly UA, lived like a pig and had 4 njps already. The Colonel looked through one or two of the sheets than asked me if I thought the Marine Could be salvaged. I looked at the Colonel then looked at the Marine and said " Sir, this Private in nothing more than a hairy turd hanging out the Marine Corp's ass, and we need to pinch him off".
I thought the Sgt Major was going to have a Stroke, but the Colonel just looked up and said "Ok Gunny, thanks foir your input" He sent me and the Platoon Commander out without asking anything else. The kid was ad-sepped with an OTH within a few weeks.

o supported the Army Green initiative by personally supplying CO2 to vegetation in the Company Area

o personally took charge of the company extra duty details, completing all assigned tasks on a weekly basis

On the OER front, I had a Soldier who was formerly a CPT and came back in years later as a SGT to get retirement points in the USAR. He had an OER from the early '90's that read in it's entirety in the S/R section:
Captain G------ is dumb, but he is the best I've got.

I put out a civilian (won't give him the credit of calling him a Soldier) a few years back. He was convicted of: 1) theft of government property, 2) theft of personal property, 3) disrespect to a Non-Commissioned Officer and 4) solicitation of narcotics. All on his first NCOER. I share this not to make fun of this guy, but so other NCOs can use these bullets with their more challenging NCOERs. This was by far the hardest NCOER I ever wrote.

PART IV. a. ARMY VALUES
o failed to uphold the Army standards of honor and integrity
o demonstrated serious lack of integrity and poor judgement without consideration of results
o disciplined for disrespect and solicitation of narcotics
PART IV. b. COMPETENCE
o lacked sound judgement in personal decision making
o performed duties in a timely manner with supervision
o his failure to follow orders led to loss of computer access; unable to efficiently perform duties of a NCO in a medical center

In the late 1980's there was a list going around which was compiled by some of the junior Marines who reviewed fitness reports for sergeants and above. I wish I could find that list, but here are a few I do remember:

-Can juggle cotton balls in a hurricane.
-Marches to the beat of a different drummer and fortunate we could not find that drummer.
-I would rather have a vacancy in my unit rather than have this individual on my rolls.
-I have known the Gunnery Sergeant for years. He fat then and he is still fat now.

Platoon Sgt. rewrote the entire NCOER.
Oh, the Soldier was displaying overt signs of "Short-timers Syndrome", and had planed to ETS and not join the Reserve component when he returned home.

Not funny at all, but pretty damn real.
In my Navy Reserve unit, I had a black female SK1. She often failed to show up for drill, and failed to show up for the Chief's exam, not once, but twice. Her work was acceptable when she did show up, but the second time she missed the exam, I pulled her recommendation for Chief.
She was pissed, of course. Was going to charge me with racism, sexual harassment, the usual. I took her aside (with my SKC present) and explained to her that she was fortunate this was the Reserves and not Active Duty. Had it been the latter, the FIRST time she failed to take the exam, she wouldn't have had to worry about the recommendation because, being subject to the UCMJ, she would have automatically been busted to SK2.
That was the last of it. She never showed up to drill again while I was with that unit, and I transferred to another unit later that year.

While I have never used any of these I can put faces and names with people both while I was in the Navy and afterwards as a federal sector manager. The list comes from the USS Topeka Reunion sites humor section. It was my first ship and in the beginning I may have deserved a few myself!

The British Military writes officer fitness reports. The form used for Royal Navy and Marines fitness reports is the S206. The following are actual excerpts taken from people's "206's"....
His men would follow him anywhere, but only out of curiosity.
I would not breed from this Officer.
This Officer is really not so much of a has-been, but more of a definitely won't-be.
When she opens her mouth, it seems that this is only to change whichever foot was previously in there.
He has carried out each and every one of his duties to his entire satisfaction.
He would be out of his depth in a car park puddle.
Technically sound, but socially impossible.
This Officer reminds me very much of a gyroscope - always spinning around at a frantic pace, but not really going anywhere.
This young lady has delusions of adequacy.
When he joined my ship, this Officer was something of a granny; since then he has aged considerably.
This Medical Officer has used my ship to carry his genitals from port to port, and my officers to carry him from bar to bar.
Since my last report he has reached rock bottom, and has started to dig.
She sets low personal standards and then consistently fails to achieve them.
He has the wisdom of youth, and the energy of old age.
This Officer should go far - and the sooner he starts, the better.
In my opinion this pilot should not be authorized to fly below 250 feet.
This man is depriving a village somewhere of an idiot.
The only ship I would recommend this man for is citizenship.
Works well when under constant supervision and cornered like a rat in a trap.

I don't know but I think your going about this in the wrong way, I have had my share of Soldiers that didn't need to be in the Army, but I never took the stand that they needed to go. What I did do was take them some place away from the Unit and sit down and just talk to them to see were their head was and what was going on exactly. Getting a Chapter 13 out of the Military doesn't just go away. Being an NCO is a tuff job and part of that training is to train Solders and Lead them; not throwing them under the bus. I've seen First Sergeants that shouldn't have been First Sergeants. Get to know your Soldiers and understand them. I would never support and NCO is willing to walk away from a Soldier or set them up for failure. Sorry I couldn't help you.

This clown and his close associate, had been in a National Guard unit forever when I transferred in as an E-8, 1SG.

Underaged for the Korean call-up, he remained in the “”Guards”” as long as he could.

During my first AT with the Guard at the old Ft Irwin; they stuffed sand in my brass whistle! No sweat GI, I had a spare!

When I departed for a 1SG’s call, the cohort was busy being ‘Nice guys’ and having a company BBQ with slush fund $ at our AO near the Rock Pile. .

Upon my return, they had been busy BBQ’ing and giving a steak to anyone in who presented a paper plate.

I dint get no steak and they dint either, all of the company slush fund steaks had been given away!

But they were nice guys. “Old ‘Guards’, style”.

For y’all youngsters, ‘GUARDS’ was the usual descriptive adjective when referring to the Army National Guard during the late 1940s and 1950s.

"Should not be allowed anywhere around weapons" --the career field was Security Police and required daily arming- "Cannot seem to stay awake under most circumstances" --again, USAF SP, perpetual guard duty. And, finally, "May at some point become a functioning human being, but I doubt he will ever become a functioning Airman. I tried, i really tried on this guy. Had to go before he got someone hurt, and this, from memory, is about what I wrote.

Actual first line of an OER I wrote on a 1LT,
“1LT X is a marginal officer...”
That individual never saw CPT.

I wrote these on a SSG I was chaptering, knowing fully that the CSM would laugh, and then kick it back to me.

-works adequately under direct supervision

-consistently converts oxygen to CO2

-would serve the Army best as a civilian

Don’t waste time on the bullets if you are sure of the decision to push him/her out Give them a 1.0 in any category and mark the box not recommended for retention. This makes the decision for them.

I tried to use one that an O-5 raised about $40 for a fund raiser. It's what they gave me for THEIR OER. Boss wouldn't let me use it. Those were full of prevarications but total honesty would be really tough

I was on a promotion board years ago and a senior rater wrote: "I had very limited expectations of this officer and he did not disappoint me!" That is the one I most remember from my 35+ year career!

1. S/M is extremely well versed in the art of evasion when he is looked for.
2. S/M is the most effective excuse maker I have ever seen in the army. He should run for Congress.
3. S/M is a true master at becoming hurt or injured by during most if not all Unit run's and Road March's.
4. S/M Has the innate ability to lose paperwork.
5. S/M is the fastest at putting passes for long weekends, And leave forms for block leave date's.
6. (My favorite) S/M is most effective at consuming other S/M's air.
Yes I have used them all, And had my ass ripped for it.
You can not be honest about some people.
