Currently, all US Citizens for a start.

Historically, before the Revolutionary War, all people living in what is now the USA who did not have representation in the body that governed over us.

This is what makes the illegal alien argument, the non-citizen argument, so hard to find the "right" answer to.

It doesn't matter. We the people aren't being listened to.
