The certification is issued by DoD and the level depends on your rank. As a SGT, you're required to meet and maintain level 2. The good thing is that courses like FM AIT, ALC, and SLC take care of 98% of the requirement. All you need to do is a few classes on ethics and audit readiness and you'll be good to go. Your unit should have a FM Cert POC who manages the program. They can create your profile and get you started.
