Issue: 2011 NCOER with a 4-2 rating, failed bodyfat by 3% and failed run.

couple points:
- senior rater was not my senior rater, reg says he should be my rater's rater, he wasn't
- letter from rater stating the ncoer was harsh and ge didn't know me only saw once a month at best
- letter from cw5 (my correct senior rater) stated the same as rater
- only legit evidence i have is a call roster

I was 3% over and failed my run but since it's over 5 years ago it's hard to get documents and Army went started transition from Webmail to DOD email during that time, ncoer was not updated to show progress on my apft and bodyfat, 3 months and 19 days from apft to thru date of ncoer, The guy who rated me knew nothing about me as stated from letter from my rater and cw5 (my actual rater's rater) and he should have been my rater both letters state the rating was harsh and ge and the guy barely saw me at best once a month.

Nov 16 is in the past... if you have already ETS'ed how would you have a promotion packet presented to a stand by board?

Further, for the sake of discussion, let's say your ETS is 30 Feb 17 and the STAB is this month.

The first thing that would need to be rescinded is the QMP, and that is commonly only done when erroneous data was used to make the decision. Less commonly is a QMP decision set aside, due to an appeal. Successful appeals due happen when a case is made and supported that the initial look at the file did not accurately reflect the "Whole Soldier"
Baring a QMP reversal on appeal, no STAB is going to review your promotion file.

If the QMP is reversed, it is no longer a point of consideration for the board.. That NCOER however is....and that NCOER as recent as it is, likely would prevent you from being selected

SSG (Join to see) - OK, that's new information, you appealed the NCOER and it was approved for removal from your records? So you now have a gap of some number of months? Thats interesting.
In any case, whither it was rewritten or simply vanashied from your records.. The QMP would need to be appealed now, that the data used to make that decision has significantly changed.. What you have posted reads as an administrative error that your promotions packet is being looked at by the STAB. Until appealed and approved, you have a valid QMP date it sounds like...and Id think that needs to be cleared up BEFORE the STAB board meets. Yours is a situation I have not come across,nor is it used as an example in the reg.. That makes an educated guess at what will hapen difficult at best.

SGM Erik Marquez - I had a old one from 2011 that is in process at the ABCMR awaiting their decision since it's past the 3 year HRC limit but that ncoer is the only thing in my file and is the reason my 16 year career ended, 5 years ago ppl retired and moved on getting info from then is hard but apft run and 3% over on bodyfat gave me a 4-2, some points i may have:

- senior rater knew nothing about and hardly seen him at most once a month, letters from both rater and should've been my rater cw5, he was my rater's rater
- apft was 3 months and 19 days before my thru date, no progress update as required by regulation
- he said send to alc when weight controls are met, I graduated alc/bncoc 3 years prior
- i was given a 4 for performance as E6 but a 2 for pronotion potential

2LT James Montgomery - QMP disqualifies you for Reserves and Guard but 5 years ago the Army did the AKO webmail and DOD swap so I can't find my APFT and bodyfat paperwork and everyone mostly retired during that time, But the guy rated me was the wrong senior rater according to both da pam and ar during that time.
