You can use your 401k or IRA and invest in yourself (not a loan, you would be spending the cash) if your sure of the concept and of the returns. I would not recommend it otherwise. After year 2 or 3 of operation you'll get cash offers in the mail from various firms that want to give you loans........not all of them reputable. Without a business plan though and first year of operation, very, very difficult to get folks to invest outside people that know you well like family and friends.

Try to find Angel Investors in your area, in addition to those organizations mentioned before, they may want to be part of a VOB. Kickstarter or crowd funding could be other options.
When dealing with real investors, a solid business plan will be a must.

Not Veteran specific advice, however, one might look into Kickstarter or Patreon. Not only a good way to gain capital, it also gives your consumer a sense of ownership in your brand. Of course, these platforms might not be appropriate for all products or services.
