Respectfully, you posted the US code, with its original reference from 1968. You actually have the answer.

Simply read it, as reposting pages of the US Code here is a bit impractical.

10 USC 519 refers to times of war declared by Congress plus 6 months. Search for temporary enlistments brought up decision of comptroller regarding enlisted person in Coast Guard entitlements, but appeared to be under a different law.
