At the end of the day is about the luck of th draw! Big Army has, based on operational tempo and mission requirements a unit squedule somewhere out there. I’m keeping this thing simple, ok! And if you happen to be assigned to one of those units, then you deploy. Or.... if you are due for a PCS, must likely you’ll end up filling one of those units as they get ready for their deployment. Again, this is a Barney style explanation of Manning cycles, filling for pre-deployments, etc... there’s a lot more into it.
