What are the chances of a volunteer recruiting packet being denied?

Suppose an NCO is in an under-strength MOS. He otherwise meets the requirement to be a recruiter, and he drops his packet to volunteer for recruiting duty. Does the fact that he is in an under-strength MOS negatively impact his chances of getting accepted? Or does recruiting duty generally trump your MOS strength?

There are a few factors, credit check can knock out quite a few candidates, then disciplinary actions, MOS strength, etc.

Any packet can be denied by higher.

Close to zero, unless there is something in your record that disqualifies you.
The Army needs all the recruiters it can get.
